Looks like that photo was taken in the viewing yard outside the Canley styling studio. I guess those wheels were a design proposal that never made it. Same as the CCV-alike alloys on the bodykitted Rover 800 that appeared for years in the back of the Rover full range brochure along with a footnote making clear that the wheels were NOT available.
